That reminds me of what a cop told me when I made a report about my stolen bicycle. I asked him if I would ever get my bike back and he said, "it's very unlikely". Then I asked him why I'm bothering to make out a police report then and he replied, "because it makes you feel like you're doing something about it". Then he started laughing.

You still need to get all information of the scammer including his  Home Address details.
Bitcoin is so anonymous that  you will be unable to find scammers home address and this site still not having bitcoin amount scammed option.
Still you cannot arrest a scammer who scammed you by bitcoins.
But opposite is the case with paypal.
Always be safe when you transact bitcoins to a person. No government can be able to arrest the scammer who scam by bitcoins

I doubt the goverment is going to care about a Bitcoin user getting scammed consider most Bitcoin users haven't reported their Bitcoins to the IRS, so this service I predict is not going used a lot by the average BTC user.
