Well, I am pretty sure that scammers won't get any better even if they get reviews cause if they scam someone they'll get negative reviews from the ones whom they scammed. And, btw scammers won't purchase the service cause they only know scamming. Thank you. 
Well, I can kind of agree with you here. Fiverr has this fake review problem, even those people who don't have enough skills buy off fake reviews and then just waste the time of legit clients. Just make sure when you sell these, the seller has enough skills but I am still against the selling of reviews. If the person is skilled enough 3 portfolio images are more than enough to convince the clients.
