I dont beleive that such technology (if it exists) will be able to become a reality. I think that forbidden knowledges are existing and this may be one of them, but they mostly used by secret army services and unknown for average people.
I would rather prefer someone to help me control my own thoughts, because I think about something bad and can not stop myself, of can not focus myself on some constructive thoughts. This idea is more realistic, I bet.
