Today the project looks like a Scam. There is no information about the team, the goal of the project is very vague. I don't think the ICO will raise enough funds. You need to look more convincing for investors. Modify the site, now it looks unfinished.
You're right, it does look unfinished in comparison to the majority of ICO promotion websites for fishing investors; because it's designed to attract users.
Also, be aware that when throwing "scam" around you might actually be addressing people who have been working hard for months.

this platform will be the main place for various developers to give their creativity and innovation to content, software and other applications. I think it's fair, where each contribution will be given an appreciation with this platform token.
