This is not a trust issue and even if you could get a DT member neg-trust these users - that won't stop the shilling "service".

That is a controversial statement as the shilling "service" comes under those heading: "Unacceptable behavior that will result in a red tag":

Any shilling is some kind of scam ( call it as a "soft"-scam if you wish).
Account mentioned in OP is not a single one who recruits shills.
