Can't you send your bitcoins directly to your Neteller account and then exchange with USD/EUR to your Neteller wallet currency?
You wouldn't need to rely on a 3rd party, will surely save time and money on fees.

If the problem with the 2 websites you mentioned is all about KYC verification, check out Hodlhodl as well (and perhaps Localcryptos too)

You can easily exchange your Bitcoins for Neteller by means of a trusted exchanger and you mentioned Bitpanda while you don't want to use LBC and Paxful so maybe you want to try a forum exchanger in any chance? Here is the link for that section of the forum but please use an escrow and don't get tricked by offers too good to be true.

Please make sure if the exchanger is offering rates too good to be true then he might be a scammer and I am not sure if chargebacks are allowed in Neteller so make sure they don't make chargebacks once deal is complete if Neteller has that option.
