I think flag type 1 is appropriate here according to its definition. Four dt members have tagged the account but guest will not know unless there is a flag created and supported.Supporting the flag.

Who will buy a red-tagged account? I don't think even someone will try to hack that account. So, changing passwords and woke after a long period doesn't mean the account was bought or hacked. Posting behavior would be change even after one year, but this user woke up after 4 years.
Anyway, I don't think any red flag appropriate here since already tagged. Account already worthless.
