as I stated, no you don't.
Allow others to place bets and take a bit off the top. To test you have testnet.. or you could test with tiny amounts. don't ask for loans... ask for a donation. People are more inclined to give money than lend money.

I have a computer which has Apache running on it... There are free domain name services out there which you can use temporarily until you make your first few bitcoins.

if you cant figure out how to do it without first putting up your own capital, then you are doing it wrong, plain and simple. A tiny gambling website is EASY...

If you're broke, how are you paying for hosting and your websites? And if you're not broke, there's plenty of avenues to buy coins if you need them.

Anyone asking to borrow a loan to build a gambling site should get everyones sirens going off.

you dont need start up cash for a proper gambling ring... just let the gamblers provide that..
one makes a bet against another, with a 'handlers fee' paid to the house.

Looking at your post history, it seems you're a gambler, and judging by the fact you need a loan, my guess is it would go straight towards that.

I would strongly suggest not loaning to this person. We've seen before what can happen in these situations.
