He wants as many people to scam as possible so he asks people here and hopes to get people from all over the world since sites like localbitcoin use dealers in your country. He wants the emails to be sent by you so that if something happens you get caught and not him. Then you get arrested because these are local people he is trying to scam and the IP will come from you.
