You are not going to get 250 people to do this in the next week in a chance of getting .25. A 1/250 minimum meas a 0.00390625 percent chance of wining.... yea not good.
You need to change method say paying to complete X survey paying X per person. The giveaway is misleading and was used to gain traffic.
