Does it work that way? The network allows incentive. That's the reason why I won't pay each one that joins and completes a survey. Only one wins. They don't allow cash incentive.. but points, virtual currency, goods, ebooks are fine.

Exactly. Every Affiliate network has this on their ToS and your account could get terminated if they find out that you're paying people to sign up and it would be fishy if your account has some high conversions.
