First I'm not sure If you[OP] are selling or buying , if buying its not gonna happen, if selling than it sounds to good to be true , or maybe just a typo from your side and it should be " 0.35 BTC for 17$ Paypal "

Try selling that in localbitcoins. I'm pretty sure no one is going to trust you here, this just sounds too good to be true. Plus if you are truly looking to sell at this rate someone at localbitcoins is going to grab your offer minutes after you post it.
He probably meant 0.035. Not clear if he is selling the BTC for paypal, or if he is trying to buy BTC with paypal.
