Can you try bonpay virtual card for paypal verification? Bonpay is a new website offering bitcoin debit cards.

Do you need the VCC to verify your paypal account or to remove the limit from your account? VCC doesn't work if paypal has frozen/limited your account.
I think Xapo and Advcash cards should help in this situation.
Not sure if Wirex still has them but a few months ago I'd buy cards from Wirex.com which were used to verify my PayPal account(s). If they don't, try http://openvcc.com. If I recall, it's $3 from Wirex/e-coin and apnud $7 from openvcc for one that allows you to use it to verify.
Why not open a bank account if it's a legitimate one? They give you a card that cna be replaced free of charge multiple times.
