difficulty is too low relative to current hashing power, resulting in blocks being generated almost twice as fast as they should be.

watch for difficulty to soar shortly.  current projection for next difficulty (sometime tomorrow) is about 417k, a 170k jump.

Sure.

What's puzzling me now is the change in block generation rate between yesterday and today. Yesterday ended with 298 blocks or about one block every 4 minutes. Today we're at 102 blocks in just under 17 hours or one block every 9 minutes.

However, most estimates of total hashing power have only gone up.

Did some massive "dark" array go offline overnight? Would it make sense for a large pool to throttle itself in order control the rate of difficulty increase?

I've seen this several times and only now comprehend what it actually means.

I see a misguided uproar followed by a glut of cheap, barely-used GPUs on the secondary market in the near future.

6/hour is the target block rate but when there is a rapid increase in miners the block rate will increase until difficulty adjusts to compensate.  Difficulty only adjusts every ~2000 blocks.
