check it with a cheap meter the center needs to match the center on your plug. mostly positive for these types of hubs. be sure that your hub is 12 volt this will kill a 5 volt hub. it will kill the sticks too. some hubs use a 5 volt brick. all hubs provide 5 volts to the sticks. a hub that uses a 12 volt brick will convert the 12 to 5 inside then give 5 to the sticks. I have tested 10 or 11 different hubs. almost every hub is under powered for max sticks

The above is right on. You need a minimum of .5 amps per stick, .49amps is going to give high rejects and errors if it runs at all.
on 3A you can use 6 BE's safely. may get away with 7 but it would be pushing it. If you can switch the brick out to a 5A then you could fill all your ports.
What he said. I imagine it is a power issue and that's why 6-7 eruptors are fine but when you go above that you run into issues. Each BE wants to pull 500mA.
20 ports and 8.5A I'd say you could safely run 16. You don't want to run the power supply at full load but technically you could probably get away with 17 or 18. I think 16 with 2 fans would be a better and safer choice though.

I haven't realy seen much this part, but I'll see now.
The PSU is 3A, I'm using the USB Block Erupter (2,5w). I can use 7 ports normaly, but when I use more it goes down. I'll get the 20 ports with PSU 8,5A. Is that a great deal?

I think my ORICO 10 Port USB HUB don't get enough power to distribute into the slots to mine my Asics.
All my Asics are working fine, but when I connect them all in the slots, some doesn't mine nothing.
Is there something I can do to fix it?
