Some real advise would be to contact a legit agency that sells bitcoin in large quantities, and buy it in person. Buying it online will most certainly end up in a nightmare.

The fastest and cheapest way to buy that much is to buy it illegally on the dark net.  But you know that already. 

The fastest  legal way would be from an exchange.  Many to choose from, depending on where you live.  It is also relatively cheap.  You will still have to get them at above market rate, because of the exchange fees/commission.  Or if you advertised on the peer-to-peer exchanges, you would probably be able to buy at least some of those 1000 btc below market rate.
