you can pay any custom fees when making transactions, though you should pay 0.0001 to avoid big delays, now days it seems that 0.0001 is changed to 0.0005

Actually he can pay, but he will not pay a fee or he will pay a very small fee. But there is a big chance the transaction will not confirm.

2000 satoshi is way too low, you might want to consider giving higher amount to attract people.
