I think most 280x cards have voltage locked with the exception of the asus matrix. I have the asus DC2T and I can't change the voltage using cgminer or any other software. Maybe just bad luck who knows.

Try Trixx, Works great for me. I have 3x Asus r9 289x.

should be fine.

I'm running 4 R9 290x on a 1200W with no issues (thus far)! 

in a very cold room though with the windows open- near freezing outside.

From my testing each 280x uses 250w at max load (mining) so you should be fine.

Were you undervolting your cards, or were they running at stock configuration?

Yeah probably.

I am the type of person who would go overkill and use a 1500 watter.

Some people say each card uses 250w and others max 300w 8pin +6pin + mobo= 150w+75+75w.

I plan on getting a Seasonic or other top brand 1250w PSU but wanted to double check how runs 4x280x and if they had issues just using 1250w psu. This one has a nice 104A rail:
