But OP needs to give us a reason why the 14 accounts are a big deal...minus that, all the investigation is in vain since multiple accounts are allowed here.

Sounds like fun, but there's a chance that hundreds of accounts could be activated at the same time or a few seconds or minutes apart. If you look at the security log, you can clearly see what I'm saying. To make matters worse, all the accounts in question are worthless shit to give us a headache. Until they found out how difficult the forum is since they were last here, they would return to the caves one at a time. It's not even the season for altcoin or bitcoin and all the bounty right now are all scams.

After I had managed to investigate a little bit, I saw "notscam" guy delete his telegram account so I didn't bother to contact him anymore since my last two investigations were questioned.

You shouldn't be discouraged by the fact that your investigations are being questioned. All investigators go through this at some point. If you have valid evidence, you should persevere, even if some members are skeptical. Let the evidence do the talking.

There is a great coincidence in the time each account went offline  and also those accounts seems from a particular country. Could it be that the time range is a period they go to bed in their country?
My major interest is not whether the accounts are controlled by one, but none of the accounts has gotten to full member rank, despite registering as far back as 2017, 2018 etc.

I believe that the chances of one person controlling 14 accounts is rare, because there won't be quality in the post, unless for works as dumping links in the thread like bounty hunters do.

A few days ago. This "notscam" guy asked me for my telegram, and I talked with him. He added me on a telegram group where some inactive Bitcointalk account was up for sale. Most of them were Full Member rank accounts. I didn't have enough time to investigate. It's unethical to pretend to be a buyer and expose those accounts. I saw where notscam asked you for a telegram username, I thought you both would form a formidable force to expose cheaters, not knowing that notscam will turn scam. Anyways, both of you are alts and could decide to do anything with your alts while keeping your main accounts safe.

Because Later, the community will say you are a potential account buyer. You exposed them because the price negotiation wasn't suit your budget (This has already happened with a guy. But luckily community didn't believe the seller). I guess this guy has a Good ranked account or was scammed by account sellers. So, He was trying to expose those sold or up-for-sale accounts. After I had managed to investigate a little bit, I saw "notscam" guy delete his telegram account so I didn't bother to contact him anymore since my last two investigations were questioned.

There is a similarity in the date of registration. I don't believe in such coincidences. Surely there is a transfer of merits between them. And there were also cases of participation in one bounty company. 
But OP, just by throwing out links to accounts here, without normal design, evidence of matches for any data, your work can be called "the work of a monkey" I think you will understand what I mean.

it's an unbelievable coincidence. somehow the OP got the information of those accounts.
the accounts were online about 30 minutes before the OP created this thread.

I suggest the OP complete the investigation regarding the accounts found. such as evidence of cheating in a bounty campaign.
The OP could have just copied the format in the thread Known Alts of any-one - A User Generated List Mk IV (2022 Q3) [MODERATED]
it will look neater and the details of the evidence will also be very understandable.

Little Mouse, because Newbies and Junior members usually make inaccurate and false accusations and investigations, many times without solid proof like op just did, Timelord2067 has a 'ground rule' that 'bans' them from making reports in that thread.
No "Newbie" or, "Junior Member" can post an investigation in this thread.  They can however post a link (once) to a thread in the reputation section where their investigations can be investigated and analised.

Why do you think these accounts belong to the same user? Do your own investigation and provide evidence that these accounts are somehow connected. None of the moderators are going to do that. Especially since, according to forum rules, it's not forbidden to have alternate accounts.

There are more than 3 million registered users on the forum, I don't know the active members in recent days. However, we can safely assume that we at least have 30k members who were active in the last 30 days. It is very much possible that there are hundreds of members brow3sing the forum in a given period of time. Would you call them alt? I think no. The proof you have shared means nothing unless you have a lot of similarities and other proofs.

Though there's a similarity about the account last active are really close, using same signature and post mainly on Russian board. But since the accounts last post are since 2019 and 2020, which they're not doing any wrong for 2 years, is there any reason why you're want to report those accounts? For me, if the accounts activity are inactive and didn't have any good reputation, I wouldn't take a look in depth to prove if they're breaking the campaign rules and will got negative feedback.

Without going deep to look at the 14 profiles in your OP, if the fact that their "last active time on the forum", and their "last post on the forum" is the same, and that is why you think all accounts are controlled by one person, i am sorry that cannot be used as evidence or proof of what you are claiming.

Have the accounts broke any rule? One person should not have as much as 14 accounts, but if a person does and they have not used it to break any rule, they cannot be tagged or accused of anything, except account farming.
