So chips cannot be cashed out ? If not then I assume its a virtual currency or play money I guess and if so why will anyone pay 20$ for it

Well, just tell us what can you benefit from this account? I played in SWC but I am not familiar with this program. What's the RB? And are there many freerolls only for Krill points?

Once a week freeroll, 1BTC prize pool ~100 players.
So if you are an average player, you'll break even on this after ~ 2 months. A decent deal if you never play cash, but if you do you'll be able to generate enough krill to play the freeroll (5k) way faster than 2 months.
