There are many places where you can get btc in a matter of minutes to a few hours with very little fees. The fees would be for transferring dollars there to buy the btc but not for buying the btc.

yes if you're buying 1000 btc, no if you're buying 1 btc.
it would be more helpful imho if you work it out in terms of % instead of $
