On my Windows 7 computer, can I run both:

CGMINER version 4.3.0 for SHA256 mining bitcoin with my ASIC SHA-256 miner

AND

CGMINER version 3.7.2 for Scrypt mining litecoin with my Scrypt miner?

Or, what would be the best way to accomplish this?

You can do this, keep the cgminers in different folders and use this in your config :
cgminer.exe --device 0 --remove-disabled
cgminer.exe --device 1 --remove-disabled
etc

LE : Or this is valid only for gpu's, im not quite sure
