As mentioned in the original thread (https://bitcointalksearch.org/topic/announcing-the-federal-reserve-of-wip-centralized-coin-896826) this is not satire, and you can simply ask for some WIP if you would like to borrow money from the Federal Reserve of WIP. The current interest rate is 5%, which compares extremely favorably to fixed or slowly-expanding monetary base (decentralized) cryptographic currencies which have substantially higher interest rates and no mechanism for monetary easing.
There are a couple of caveats.
1. Firstly please note that WIP may currently only be used in transactions with prices of $0, i.e. in a favor-based or gift-based economy. Its parity price is currently also pegged to $0.
2. In addition, it is a fiat currency and the Federal Reserve of WIP reserves all rights to rewrite balances or perform any other action in any way it sees fit at any time for any or no reason with complete sovereignty.
3. Finally, the public ledger is centralized (but off-site backups are retained and verified) and currently updated manually, so there will be a delay of a day or two until wire transfers are committed. However we hope to introduce several innovative options as time goes on.
