If you put the funds in escrow people will definitely accept this offer. If you can't offer any proof that you will pay the 200$ after verification, not many people will be interested in offer. i am in the us and cant access my tokens! because i am an idiot.

You should give more info about what do you need because sometimes people could help without the need to be paid. Do you have your ICO in an exchange that does not allow US customer? Or do you need send documentation from a different country?
