Customers pay merchants or content providers by phone. The amount appears in their phone bill. GlobalCharge is an intermediary between phone companies and receivers of payments.
I read the article and I still dont get what they really do.

They could use micropayment channels.
No idea what kind of marketshare this company has in the mobile payments space, perhaps someone here is familiar with them?
