it goes for all non ruble at most , its not about bitcoin or litecoin etc ,,, they just say people SHOULD use rubble!

There are some people with too much time on their hands. Why didn't he digged deeper ? Maybe there is a law from 1914 in which is stated all the laws from 1917 are to be taken as a prank.

Two russian entities or person when transferring some goods or services can use roubles only on territory of Russian Federation.
Of course, if a russian pays some foreign counterparty, he's free to choose what currency to use.

exchanging is not the problem , as lang as you axchane euro/dollar/bitcoin to ruble! to buy the product or service!

It will not prevent ordinary Russian people to save hard earned money in Dollars to protect it against devaluation, hide the Dollar notes (while wealthy Russians already do that abroad) and hoping they can redeem them in future - or - they will figure out that there is a much better way to do that in a virtual currency.
Well the same goes for bitcoin in russia , just post it to put things in prespective , for thoose with weak hands , The brick and morther media is to FUD the servents , but thoose in knowlege know theese laws mean nothing.

Treating Bitcoin as money and applying this old law puts it on par with the Dollar.
