Is there any precedent for "new state creation" in the US?
I believe it'd be illegal under Article 4 of the US Constitution. Maybe California could formally renounce their claim on Silicon Valley (which I don't know if is explicitly illegal), then have Silicon Valley petition for incorporation as a state or territory.

Silicon Valley gains nothing by staying within a bankrupt state such as California. The residents are taxed to their death and there is hardly any support from the state authorities. So this will be a good move.

Techies are fed up with stupid laws and regulations and want to separate Silicon Valley from California state.
