The Coin Report article is just a regurgitation of the original Wired article here: http://www.wired.com/2014/04/bitcoin_beer/

How does the "Department of Public Safety" have authority to regulate what medium of exchange is used to purchase things?

The "Department of Public Safety" is certainly doing this for your own safety.

“When I first went to them, they honestly had no idea what bitcoin was.” Benchmark went on to say that the Ohio regulators “tend to be people that are maybe a little bit older and not hip to the world of technology.”

The department of public safety did not return any emails or calls to explain their decision, but they did state that bitcoin “cannot be accepted as payment for alcohol in the State of Ohio.” However, Public Safety Agent Eric Wolf did say that due to bitcoin’s volatility, it was not considered to be currency.

So they didn't give any reasons why, they just said 'no'. What bullshit.
