I don't understand why I need PGP to encrypt disk partitions unless I send a disk drive physically to somebody else.

This is an issue that on the surface may not seem like a big deal, but to many who are enamored with bitcoin’s freedom and privacy it is a stark reminder that security should never be taken lightly. Most of all it something you have to proactively enable.

The article you linked is about email security with PGP. Email security is not a serious problem on exchanges. As far as I know, exchanges are hacked not via the information gathered in an email. PGP would improve privacy, not that helpful in securing an exchange.

Some times I really wonder what the reason is for exchanges not to fully tighten the security of the exchange. Is it trying to save money? Not willing to annoy users with verification options?

Some exchanges hold hundreds of million worth of $ in Bitcoins, is that not reason enough to build a fort knox type of security around the exchange!?
