Most of the Bitcoin-based ventures in Ukraine have either closed down, or have shifted their offices to someplace else. For example, a few years ago, BTC-e closed down their office in Kiev, and shifted their operations to Sofia (Bulgaria). Right now, Ukraine is in a state of civil war and anarchy. It is not the right time to set up a Bitcoin-based venture there.
