There is not a lot you can do, if government regulations sabotage progress. You are forced to exclude people who are governed by those states. Let's just hope they see the error in their judgement and drop all these silly regulations.

The rich people, like the Winkelvoss Twins will find ways to enter, like they did with the Gemini project. The other slaves will just have to follow the master's rules.
