Article is a bit confusing as well as misleading.

The license they applied for I take it is for operations within Luxembourg or that it is a requirement in Luxembourg where they will be operating from.

The wording of the article suggest that all other bitcoin operators and or companies involved with bitcoin without a similar licence will be or are operating illegally. If its means that they would be illegal within Luxembourg without such a license it might be true but the reporter and or article makes it sound like this SnapSwap is the only legal bitcoin operator within the whole of Europe.

SnapSwap is a company that launched in 2012 and established an international headquarters in Luxembourg this year. Recently, SnapSwap announced on October 12th that they have been granted a license to provide services as a regulated payment institution by the Minister of Finance of the Grand DUchyof Luxembourg.
