There are numerous altcoins based on the blockchain technology, so it is not bitcoin exclusive. But Bitcoin is the most popular coin.

Right now the value of Bitcoin helps secure the block chain. It isn't "needed" in a strict sense to function, but to function securely in a distributed environment, the value provides the incentive to do so.

You can have a different blockchain with a token / any alt.
It won't have Bitcoin's awesome hashing power backing it though.
