"Russia is famous for its controversial treatment of Bitcoin. The Russian government tried to ban Bitcoin related sites, and the cryptocurrency itself was against the law for some time. However, recently there was a bill that legalised cryptocurrency as a “cash equivalent”.

But might there still be a threat that services such as Cryptonator and 7pay.in could be banned by the government? Experts think there’s nothing to be afraid of, Dima Vollo thinks that the “maximum of what “Roskomnadzor” is able to do is to block their web sites on the territory of Russian Federation”."

So it is not against the law because bitcoin is cash equivalent.

Russian citizens can now pay their bills for internet and mobile phones with Bitcoin. Megafon, Beeline and other popular operators now accept Bitcoins through such services as Cryptonator and 7pay.in. Such services can make BitcoinCT r:  10 more attractive for ordinary Russian users.
