Here is the answer - AntPool voting for blocksize, but they cheating against the Bitcoin Society creating Empty Blocks.

if AntPool want to process more transaction, lets they do the simplest - update pool to avoid mining Empty Blocks.
This is very simple to do this, just after block found, switch for another Bitcoind with loaded mempool.
easiest way how to increase transactions in bitcoin network for 11+%, no risk, no soft-hard fork, no millions of software updates, just need one pool to do their home-work. :-)

Why on earth would the farm that produces the most empty blocks care about block size? Empty blocks are empty blocks, no matter what size they are. Not only that, but they provide absolutely zero customer support to anyone daft enough to mine there. Their code is shoddy, buggy & unreliable - just look at their so-called "support" thread - it's abysmal.

They don't care about Bitcoin, it's users or the network as a whole - all they care about is ripping off for profit & taking control of the Bitcoin network.
