I guess less then 1% ,,, looks like a desparate gov achtion , they know when 13.1 + seg with is activated the problems are solved....
desparatly keeping the drama up.
and with the new save compiling infecting the build process is quite impossible in 13.0 core.
 so the only option is to lance a unsafe client and hope people start using it.
