And by the end of October Bitcoin’s market capitalization had beat the market capitalization of local currency.

I'm not so sure if the Ukraine really has a "supportive cryptocurrency ecosystem". The country is in state of more or less controlled chaos, therefore I think the government is simply absorbed by solving the pressing problems regarding the country's eastern war zone and has no resources left to really look into Bitcoin. So a single Member of the Parliament declaring Bitcoin assets should not be generalized to forming a perception of a Bitcoin-supporting government.

I think more widespread Bitcoin use in the Ukraine is simply motivated by the insecurity and the desolate economic circumstances that led to very high inflation of the national currency. People are seeking ways to preserve what's left of their wealth. As precious metals are largely unavailable, Bitcoin seems to be the most accessible solution. Because the government has no time to "regulate" (read: restrict) Bitcoin use, the currency can grow organically.

The news that a parliamentary member in ukraine having a total 465 BTC is awesome ,but i was searching about the details regarding Alexei Mushak and i could not find a single photo or detail regarding him in the internet,is this a real news or just a hoax

No, it's not a hoax. Alexei Mushak is a real person. He is the deputy of the Verkhovna Rada of Ukraine ( literally Supreme Council of Ukraine).

That was a courageous act from his side but we should say that his country is relatively opened for bitcoin and cryptocurrencies in general, maybe it will be the leader of the crypto revolution
one would be wise to take ukrainian polititians declarations (both financial and political) with a pinch of salt
there is a member of parlaiment  who declared 1 trillion UAH =appr. 38bil $
after having been confronted he  said it was merely a  joke

The European countries have a mixed reaction towards Bitcoin. The rate of Bitcoin adoption varies among countries in the continent. The same can be said about the governments and the respective central banks’ stance towards the digital currency. Ukraine is among one of the few nations to have a supportive cryptocurrency ecosystem.
