That is not true. Look at Ecuador. They announced their national cryptocurrency earlier.  In 2014, all the cryptocurrencies including Bitcoin were banned by the government in Ecuador. This was followed by the introduction of the country’s own digital currency, the Dinero Electrónico.

But I think the fact the China, which has one of the biggest economies in the world, created a national cryptocurrency, will provide an incentive for other countries to follow their paths. China's introduction of a national cryptocurrency would probably have a larger impact on the rest of the world.

Look at this website for more info about the Dinero Electrónico: http://www.cnbc.com/2015/02/06/ecuador-becomes-the-first-country-to-roll-out-its-own-digital-durrency.html

China Becomes First Country in the World to Test a National Cryptocurrency

China's central bank has developed its own cryptocurrency, which is now being tested. Cryptocurrencies have the potential to not only benefit China, but the rest of the world, due to their basis in blockchain.
