Russia is among the leading countries if you count the number of bitcoin enthusiasts and big holders
it doesn't have many nodes though,the amount of transactions originating there is not the largest either
but if it legalises,at least in some areas first,(Leningrad is just one of the regions,Kaliningrad and many others want it too)
this will be huge for bitcoin adoption,much bigger than Japan or India or any other country (bar the US and some  european countries ofc)
this opens,in perspective,future oil contracts trades for bitcoin etc. etc.

Just yesterday I was watching a video on YouTube about situation with bitcoin in Russia. The Ministry of economy openly talks about introduction and adoption of Bitcoin and Blockchain technology in Russia. By the prognosis this process will be done by 2019 year. I can't predict how exactly it will affect on their economy, but I think it's a good thing to follow the trend in this area.

Russian Border Cities Request Central Bank Legalize Bitcoin to Help Regional Economy



The Russian Central Bank has been asked to legalize bitcoin in the Leningrad region, particularly districts that border Estonia and Finland in order to allow visitors to pay for goods and services in bitcoin.


Leningrad Region Wants Bitcoin Legalized

In Russia’s Leningrad region which surrounds St. Petersburg, Vladimir Petrov is the Deputy in the region’s Legislative Assembly, Marina Chistova is Head of the Slantsy district, and Viktor Karpenko is the mayor of Ivangorod. Last week, the three formally requested for the Bank of Russia to “legalize the circulation and exchange of cryptocurrencies in the border areas of the Leningrad region,” according to the local publication Vesti.
