It is not worse than casinos for the people who know how to trade it. Its volatility is no worse than some securities in the stock market.
But he should not concern himself about the market around bitcoin and other cryptocoins. He should be focused on the technology and how it can help his country and his people. Sometimes arrogance makes a person think he knows everything. He is one of them, it might be the reason why he did not bother to look at the real value behind bitcoin.
