According to incomplete statistics by Babbitt, as of the end of November 2017, a total of 9 provinces, autonomous regions and municipalities directly under the Central Government have released guidance on the blockchain in China, including Zhejiang, Jiangsu, Guizhou, Fujian, Guangdong, Shandong, Jiangxi, Inner Mongolia and Chongqing. Some provinces even include the blockchain in the province’s “Thirteenth Five Year strategic development plan”’.
