there is nothing certain about the status of bitcoin in Russia,so I highly doubt they can establish any "crypto valley"
especially in Crimea,which is seemed as the main reason for sanctions against Russia
establish such a zone in an area that has been seen as a no go area for many businesses is not very reasonable
but the political situation can change any day,we all see how it goes -today you are a valued ally (Saudi Arabia,for example)
and tomorrow you can be the root of all evil and the last dictator Smiley

What is going on with Russia, its like everyday you will see some press release about them contradicting itself regarding blockchain/bitcoin. They should either legalized or put stricter regulations then maybe we can sit and talk about having a crypto valley or hub similar to Switzerland.

In Russia cryptocurrency status has not been determined. There is no law that regulates this. Therefore, it is too early to talk about the valley in the Crimea. These are just empty words. No one will take such an important decision so quickly

To be able to build a crypto valley, Russia should first lay the foundation for its crypto-currency status like bitcoin. They are hinting to ban it initially, then making a U-Turn and said that they are putting regulations or making it legal. Unless they considered it legality, their crypto valley won't flour as much as they want to.

Russian's officials have been contracting each other statements. We don't know who the central figure is with regards in making statement about crypto-currency in Russia. They should have put someone in charge so that this roadmap of their could take shape because there is someone leading it.

At the moment, Russia is considering the legalization of the cryptocurrency in 2018. Therefore, it is quite likely that bitcoin will be introduced into the Crimea.

Boris Titov, the Russian business-ombudsman, asked colleagues from the Russian government to think about making Crimea the so-called “Russian Crypto Valley”, following the example from the Swiss-based Crypto Valley - an ecosystem in the canton of Zug.

This initiative was talked down during the Russian science-practical forum called “Blockchain: dialog between business and government” on the 13th of April in Moscow.

In his opinion, it might be a tremendous step forward in helping to finance the region, which is isolated from banking services because of sanctions.

Zug’s based Crypto Valley was created because of the lowest in Switzerland tax regulations. Also, local authorities decided to accept Bitcoins as a payment for city services.

Ethereum Organization’s headquarters situated in Zug. There are also some other Blockchain companies which have offices in Zug’s territory.

Earlier, a member of the security and anti-corruption committee of the Russian State Parliament Andrey Lugovoy said, that the law which will identify the status of cryptocurrencies in Russia will likely be initiated in 2017.
