every now and then they issue contradictory statements that range from a state sponsored cryptocurrency to banning crypto altogether

It seems to me that the government declares the possibility of adopting cryptocurrencies only for political purposes and it is unlikely that they will be legally available to all citizens

don't think they do it for political purposes , strictly speaking
IMHO many things depend on the stance of the certain people close to those who have real power in the country
certain MP even if they are bitcoin friendly , simply cannot create a bill that is not going to be murdered with stalling and amendments
and to those who are central bank oriented , libertarians etc. bitcoin and cryptocurrencies are unnecessary headaches that they do not need
hence the opposing opinions and no certainty

there is a bill draft that considers allowing it , but it won't be seeing light until this September
Anatoliy Aksakov , MP, said that they could not decide if the cryptocurrencies should be regulated or banned
so they postponed the hearing until the autumn , once again - in Russia it is extremely hard to predict anything in regards to the crypto regulation
every now and then they issue contradictory statements that range from a state sponsored cryptocurrency to banning crypto altogether

I believe that now, after the recent Tweet of Donald Trump that he is thinking of regulating and banning cryptocurrencies, the Russian Ministry will start thinking more of adopting crypto trading. These two countries always oppose to each over. When someone decides something, the other countries make an opposite decision in order to keep up the tension between them.

I didn't understand, they forbade residents of russia to carry out such operations in may, and now want to allow? I don't understand.
Last May, the draft law on prohibiting the use of cryptocurrency as a means of payment for the population was passed on first reading. That is, the final adoption of the bill has not yet been made, and it can still be amended when it is considered in the second reading. I, however, cannot believe that this will happen. We will see what will be accepted. Although the adoption of the law on the regulation of cryptocurrency has been delaying for too long.

Two months back, they banned Bitcoin payments, and now they are "considering" allowing the trade of crypto? I hate to say this, but Russia is a few years behind in legalization of cryptocurrencies and this has resulted in large amounts of jobs being lost and crypto-ventures moving out of the country. They should follow the example set by countries such as Switzerland and Germany.

Gazprom bank and other subs needs to get deals done.

I think at this point crypto/blockchain is becoming the new nanotech for Russians (they used to hype it on a state level in the past) - just a propaganda narrative to make Russia looks like it's working on technologies, to boost Russia's prestige, and look more appealing to investors. Almost all crypto news coming from Russia can be safely ignored, and newbies who like to trade basing on news should be especially wary, since there are blatant fake news about Russia, like the one's we had in winter about Russian central bank buying Bitcoin.

This can be a good news coming from Russia though we should always take anything coming from this country with some grain of salt.

More like a truckload of salt, but another side that should be blamed for wrongly translating Russian articles and purposely adding garbage to articles to spice them up, are the news outlets.

Most of what we read about isn't what it may look like at first glance. News outlets have an edge over their readers because most people have no clue how to fact check reports in foreign languages, where even if they translate articles the translator will not be able to correctly reflect the context and whatnot.

There also was a time where news outlets came up with a lot of crap when China was still a thing. The circus never ends. Anything will be done for that click/penny.

Nah, I wouldn't take Russia seriously, they have been in the crypto in the boom in 2017, they didn't do anything, and what you think that they will suddenly change their mind? Everything should be taken with a bag of salt, they totally contradict themselves, and you don't know who should be the single agencies that will take care of everything related to crypto. I will stand on my believed that there will be no regulations or even consideration anything that relates to crypto in that country.

This can be a good news coming from Russia though we should always take anything coming from this country with some grain of salt. The government of Russia can actually set aside a special economic zone where crypto-related fintech can do some business and if the government wants it they can require businesses to concentrate more on the global market and not on the main Russian marketplace. Let's then see what can really comes out of this expressed eagerness on the part of the government.

Russian Ministry of Finance Considers Allowing Cryptocurrency Trading

russia has a government that every quarter says something and then says something else. the Russian government should not be taken seriously when it comes to accepting cryptos in your country. this is clear

JUL 01, 2019

" He considered that the use of cryptocurrencies to pay for goods and services will always be prohibited in Russia. “The ruble is our national currency, and all calculations must be made in it,” added Moiseev.

Like I said, they should not be taken seriously.

We not worry about that we need to respect the decision of ministry of finance of russia, but one thing I realy sure one day the ministry of finance can turn in again to allowing crypto currency if they realize what crypto can help to the economic growth of their country.

I am sure that the Ministry of Finance of Russia has realized that they are at the losing end of the game just calculating the potentially enormous windfall of business that the country can generate if they are going to allow cryptocurrency trading. They wanted some slice of the pie too even if  the country's leadership is not really comfortable the proliferation of cryptocurrencies in the country. Let's see how they gonna balance these concerns and how developments on this front can happen in Russia. For sure, they can designate a certain location where firms can engage in crypto-related businesses that can cater to the global demand instead of focusing on the country itself.

They are changing the rules so they themselves can buy some bitcoin! What is the point in seeing all the other countries get rich while the Russians lose another cold war. If they don't jump on the band wagon now they will never be a super power again

Russian Ministry of Finance Considers Allowing Cryptocurrency Trading

A representative of the Russian Ministry of Finance (MinFin) says the ministry is considering allowing cryptocurrency trading, Russian news service Interfax reported on June 21.

Per the report, the Deputy Minister of Finance Alexei Moiseyev told journalists on Friday that, while MinFin had reached no final decision, cryptocurrency trading may be allowed in the coming bill on the circulation of cryptocurrencies in the Russian Federation.

A bill prohibiting the use of crypto assets as a means of payment in the Russian Federation passed in May of last year.
