The raffle will take place as follows:  (borrowed from jdany)

We use discovered blocks to pick the raffle 4 digit winner.
Starting at TEK block with 0 or 50 (81,200 or 81,250 etc) on the end after raffle is filled. the hashes from 6 consecutive discovered blocks are recorded.

the fourth block pick the fourth winning numeral.
The fifth and sixth block will only be used if NO winning numbers appear in any of the block hashes. (unlikely to be needed)
