The problem with this idea is that in order to get these welfare benefits to continue you would need to vote for the same liberals that want these kinds of government programs to continue. So if you want to get these kinds of benefits you will also need to have these kinds of government intrusions.
250k a day is quite a lot of money to spend to spy on people. I wonder if anyone question the effectiveness of these programs.

How can it? Once you give these agencies power, they never give it back. If certain programs are exposed and found unpopular, they just get buried deeper in secrecy but keep on going.

What is bothersome about this event is that Yahoo maintained the secrecy and thus became culpable in the deceit of their user base.
Any number of times, information has somehow managed to "get leaked."
They didn't do that, therefore they stand with the bad guys.
REVISION: Maybe not, because at that time, NSA was compartmentalizing it's attacks. Yahoo may not have known of the other, simultaneous attacks against other companies.
But today, Post-Snowden, we can clearly point at who/what companies are in league with the bad guys.

2001 we lost the ability to ever grow that tree again. You gave up your freedom for the idea of saftey.. you gave up your right to be free. You deserve to be a slave for giving up freedom for saftey. We have sown our destiny.. so be it now. It is better to just accept we are slaves then attempt to show others the truth and change thigns.. it just won't happen.
