You are still leaving in the past, Bitcoin transaction fee rate has been low since last week. Right now, one can get their transaction confirmed in a few blocks for a fee rate of 3 sats/byte, that can be under 1 usd provided the transaction doesn't have so many inputs.

Instant exchanges don't need withdrawal fees. All you worry about are normal transaction fees and service fees.

@ThatDevAaron: I just checked, FixedFloat.com currently gives 0.0057 ETH for 0.000464 BTC. That's quite close to the dollar amounts you're looking for.

Why need to trade outside when you can just use exchange / sorry but i find this questionable as the fee will both the same if you are trading from other account that using a legit exchange like binance.

Just trade directly using Decentralized Exchange if your money is on ledger. No one will trade you this small amount due to high transaction fee of both Bitcoin and Ethereum. Unless you are both willing to wait for a long period of time when using cheaper transaction fee then its possible.  6.5$ is the average transaction fee to confirm within 1hr on Bitcoin though so goodluck on this transaction.

The optimal fee rate for quicker Bitcoin transaction confirmations actually dropped during this past weekend. Even 10 sats/byte can get one's transaction confirmed in the next block. That's approximately under $1 based on average native segwit transaction size.

The problem is still with ETH, 75 Gwei( 5 USD) which is high for the person who will be trying to send OP the ETH.

I do not think that waiting is really helpful, when the transaction fee is small, it may not be enough to make the transaction and the transaction will be canceled. I experienced this a few days ago, when I tried to keep my transaction fees to a minimum. And the transaction was dropped, I spent both a transaction fee and not being able to trade it, then I had to pay a bigger fee, transactions with small fees was really horrible.
Because of the mempool issue recently that's why most of the transaction with minimal has lesser priority. I just suggest to this transaction because its the most possible way to make this trade less painful on both party.
