Tittle should be different in my opinion. Here the main goal is you need a help than only one user can earn 3 Euro. It can do some people in free, I would also do but I have nor paypal account.
So You could post a tittle like that you need a help and you will pay x for that. Or you could describe the details in the post. That is only me personal opinion.

Also, hope you are already aware of chargeback like feature of claiming refund things in paypal which may affect you if the person who help will do that. I mean 100 posts eligibility will not be enough. Please choose the person with Hero or legendary ranks. Green trust people must be the right person with other ranks here (hope you are aware of rank and trust system of this forum, if not please let me know I will link you there).
