txoomy, best way to get BTC with paypal is to withdraw the paypal balance to cash or a bank account and then wire the money to an exchange, or use the cash to buy from someone on localbitcoins.com.
It really doesn't matter if YOU are a scammer or not. The fact that there are so many (very dedicated) scammers asking for the same thing, and that Paypal has made virtual currency exchange specifically against their TOS makes selling BTC for paypal an incredibly foolish activity.

txoomy, what I think jwzguy is trying to say it is that PayPal is not really useful when buying BC as the seller can just cancel the transaction after he/she gets the coins.
