pardon my ignorance. at least on Archlinux, user can downgrade package from local cache (/var/cache/pacman/pkg)

What happens if you boot into recovery mode, run the root prompt, start your window server, and run the NetworkManager as root?

Alright. Completely reinstalled my OS. Did not fix. This is unsolvable. Sorry to waste your time.
