Yes, the coins did "arrive". This it what it means to be "confirmed". It sounds like the service that you sent the payment to failed to recognize this fact. (or the wallet that you are attempting to receive the transaction at failed to recognize this fact).
If you were sending the transaction, then contact the service and let them know that they are failing to credit you appropriately.
